Who Needs to Complete This Course?

All individuals who supervise motor carriers and other drivers are required to complete at least 60 minutes each of alcohol misuse and drug use training under 29 CFR 382.603.

This requirement applies to all businesses that use commercial vehicles that require a CDL to operate on public roads and that have at least one employee. All such employers are subject to national testing programs.

Learning Objectives

By completing this regulatory compliance training, students will:

Testing Requirements

To complete this program, you must pass a 10-question final exam with a score of at least 80%. Test items are drawn from all lesson content. The final exam is a mixture of multiple-choice and true/false questions.

There is no time limit for the test. You may take the exam as many times as needed to pass.

During each chapter, you must also complete a three-question quiz about a short video clip and pass a three-question topic test before proceeding to the next lesson module.

Why are managers and supervisors required to complete RST?

Congress passed the Omnibus Transportation Employee Testing Act in 1991. This workplace safety legislation, sometimes called the Federal Transportation Employee Testing Act or Part 40, establishes rules for alcohol and drug testing for transportation professionals ranging from bus drivers to airline pilots.

Federal law requires all individuals who supervise drivers to complete at least 60 minutes each of alcohol abuse and drug use education. Doing so prepares managers to carry out the duties required in 49 CFR 382.307.

Noncompliance with these requirements may result in civil penalties.

How long does this course take to complete?

This course lasts approximately two hours, the minimum required length for reasonable suspicion training under federal law.

Lessons do not have to be completed in a single session. You may start and stop studying at any time.

What do I get when I finish the course?

You will receive a digital Certificate of Completion as soon as you finish all lessons and pass the final exam. You can download and print your certificate as many times as you like.

You may present your certificate, often called an RST certificate or RST certification, to your employer to demonstrate that you have complied with the requirements for transportation supervisors found in 49 CFR 382.603.

Is this course approved by the DOT?

The DOT and the FMCSA do not certify or approve any programs or individuals. However, this course complies with the federal curriculum and length requirements for this topic.

Does my RST certificate expire?

Your Certificate of Completion does not expire. There is no legal requirement to repeat RST. However, it is strongly suggested that managers and supervisors repeat their education every two years to stay current on the latest laws and industry best practices.
